CCP, Lets not point fingers at who or what, just start restricting accounts after they are caught botting. So that the account can not sign-in till they speak to a GM. That way it will hassle them and hopefully get the semi-pro botters out of bot...

14 carriers or so If you can get a supply of cheap carriers its a good way to move the parts. Or you can use a JF and its 2-3 jumps with compressed mods to get the minerals to your build spot.
